NMP is the only government maritime training and research center in the Philippines established on May 1, 1978 through Presidential Decree No. 1369. It was subsequently attached to the Department of Labor and Employment (DOLE) in 1987 through Executive Order No. 126. With the creation of the Department of Migrant Workers (DMW) in 2021, NMP was subsumed under the new department as per Republic Act No. 11641 and is currently under the oversight of the Office of Sea-based OFW Concerns within DMW
